Application procedure
In accordance with Commission Implementing Decision (EU) 2018/1524 of 11 October 2018, on the basis of Art. 58d, para. 1 of the EU Treaty and in accordance with approved internal rules in the CCP, the following procedure for examining signals has been determined:
- Reports submitted under the Electronic Government Act (EGA) for violations of the accessibility requirements of the content of the KZP website should be submitted to [email protected] .
- The report is reviewed within one month of its receipt, and within the same period the response is prepared, which contains a description of the actions and measures taken to eliminate the accessibility violation and the deadline within which the indicated accessibility violations will be eliminated, or a reasoned refusal, in cases where the request is considered unfounded and unlawful.
- When the person submitting the report has indicated an e-mail address, the response is sent, signed with a certificate for a qualified electronic signature, and in other cases - on paper, to the address indicated in the report. When an incorrect or non-existent address is indicated, the information is considered received from the date of its sending.
Complaints under Art. 58d, para. 2 of the Law on Electronic Governance for failure to meet accessibility requirements or for failure to comply with the procedure for considering signals under item 1 shall be submitted to the Minister of Electronic Governance through the registry of the Ministry of Electronic Governance at the address: 6 Gen. Yosif V. Gurko St., Sofia 1000; electronically at [email protected] (with the subject: "Complaint regarding the violation of the accessibility of websites") or by postal service in paper form to the address of the Ministry of Electronic Governance - 6 Gen. Yosif V. Gurko St., Sofia-1000.
According to Art. 60a of the ZEU, the control over the compliance of the content of websites and mobile applications with the accessibility requirements under Art. 58c of the ZEU is carried out by the Chairman of the State Agency for Electronic Governance.
In the event that the Commission for Consumer Protection:
- does not respond to the signal within the above-mentioned period or
- does not take the measures to remedy the accessibility violation specified in the response to the signal.
The citizen or organization that filed the report may file a complaint with the Minister of e-Government.
